History: Thomas Wayne, Jr. is the eldest son of Thomas Wayne, Sr. and Martha Wayne, one of the richest families in Gotham, but his wealth was being wasted by mismanagement of their parents, before he decides to murder his parents, while convincing his younger brother, Bruce Wayne, to help him. When the time to commit the murders arrives, Bruce is frightened and tries to persuade his brother not to do it, this is seen as a sign of weakness by Thomas so he kills the child while his butler and servant Alfred Pennyworth, kills their parents. Bruce's death is a big blow to Thomas because he was the person who he most loved.
Over the years, Thomas dominated the city taking the identity of the villain Owlman, using a costumed identity to spread fear in his foes, blackmailing, threatening, and paying off everyone important in Gotham, until it was essentially his. He acknowledged that for normal humans to have power, they must gain it through systems of order, and he worked to control those systems on his planet creating terror in the streets, but always had a void caused by the death of his brother.
In a circus he met Richard Grayson, a boy with great skills who looked like someone worthy to fill the space left by Bruce, so he murdered Richard's family, serving emotional support for the boy and convincing him to become his sidekick and companion in crime, Talon. Richard never discovered who killed his family and seeing that he was about to discover the truth, Thomas chose to confess what had happened. As a result, the young man, full of anger, decides to find and kill the Jokester, Owlman's greatest enemy, in order to show that is superior to him. But in the resulting fight he is killed, again resulting in a terrible loss for Thomas.
Owlman joined the Crime Syndicate, the most powerful team on Earth and together managed to dominate and take over the entire planet. As for Owlman's place in the Crime Syndicate, Ultraman (Earth-3 Superman) is the leader of the Syndicate but many members of the Syndicate believe Owlman is the true leader who runs everything behind the scenes and allows Ultraman to serve as a figurehead. The actual relationship between Ultraman and Owlman is always depicted as constant friction because of Ultraman's desire to rule the planet through intimidation and violence, while Owlman simply wants controlled chaos. On occasion, Owlman secretly finances the Syndicate's enemies just to keep things interesting. Owlman has also carried a longtime affair with Ultraman's wife Superwoman (Earth-3 Lois Lane). Ultraman becomes aware of the affair but Owlman banishes Ultraman to Earth-1 and left him for dead while publicly blaming Lex for it. He remains on record co leader of the Syndicate on paper to keep up the act.
Equipment: He has a battle suit to multiply his strength by a factor of 8. It has self propelled flight and can allow him to trade blows with Ultraman (and by virtue of that fact, Superman) as well as resist his heat vision and cold breath. it's wing like cape is also a razor sharp melee weapon.
He has outfitted his belt with grim, lethal copies of Batman's weapons. His Owlrangs are razor sharp and can sink into a man's chest when thrown. His barbed grappeling gun can be used as a long range claw to gore and snag his foes, his smoke bombs can also inflict nausea and vertigo...and more.

Skills: Owlman is well versed in numerous scientific arts. Skilled in forensics, chemistry, weapons making, gadgetry and computers,
Thomas is also as skilled a fighter as Batman, having gone through a similar training regime, but he has embraced the art of the kill and has murdered or maimed nearly every one of his trainers. He is also a skilled marksman and doesn't mind using guns if he must.

- Yes. he killed Talon's parents. Pity poor Jokester killed him in self defense...
