History: Bart was born in the year 2040, and is the son of Ben Allen. Bart and Nathaniel Tryon worked on a way to change the domination of Blue Beetle (Jamie Reyes) and the Reach. They believed that the cause of the apocalyptic event that made their time inhospitable started with the death of Flash, so Bart would travel back in time to stop it. Tryon, who as Neutron had been responsible for many past atrocities, gave Bart a special device that would strip Neutron of his powers. He also warned him that the time machine would break after using it once.
Bart's time machine arrived in the headquarters where he joyously greeted Nightwing, Robin and Beast Boy. He took the name Impulse and escaped them, starting a chase through the whole base. He was eventually captured by Nightwing. Impulse was cuffed up and they interrogated the time traveler. Impulse received a glass of water from Nightwing, who wanted to acquire DNA of Impulse, which he noticed and gave his spit. Impulse revealed their secret identities to each other in an attempt to convince them he was a tourist from the future and the grandchild of Barry Allen.
It was eventually proven, and even the truth of his mission came clear. Though he realizes that even if he makes the change his timeline will still exist due to the multiverse theory and the need for it to be for him to be able to come back and undo the Reach in this time. Still to be able to create a world unlike his is still a noble goal in his eyes, and maybe they can find a way to go to his time and stop the Reach. Impulse has been paired from a man from an alternate future, a future Batman named Terry McGinnis. The two of them compare notes on their timeline differences and help each other with the whole stuck in the past thing.
Recently though Impulse took on another partner in Wheelie, a young Cybertronian boy who is a natural survivalist, having grown up alone on Quintessa most of his life. The two survivors bonded quickly and Wheelie has become a third member of their group.
Equipment: His suit is made to withstand the rigors of his speed. it is well protected against heat and cold and can stop small firearms.
Powers: Speed Force Conduit: People who, for whatever reason, are connected to the Speed Force are sometimes called Speed Force Conduits. This means that they are connected to the Speed Force and are tethered to it.
Accelerated Healing: The Speed Force connection allows the speedster's body recover from injury much faster than normal.
Increased Perceptions: The Speed Force enhances the speedster's senses, allowing them to perceive the world at a rate attuned how fast they can react.
Phasing: Speed Force conduits can tap into the Speed Force to vibrate their molecules in a way to achieve intangibility for short bursts, allowing them to phase through objects.
Speed Force Aura: The Speed Force also manifests an aura around the speedster and whatever they are carrying, protecting them from adverse effects of their speed, such a friction with the air.
Superhuman Durability: The Speed Force Aura also protects speedsters from kinetic impacts, which in turn, makes them much more durable and resistant to injury than any normal human.
Superhuman Stamina: While not unlimited, the connection to the Speed Force does bolster the speedsters stamina well beyond the limits of a normal human.
Superhuman Speed: The main effect of the connection is to allow a speedster to move at vast superhuman speeds. This also confers:

Superhuman Reflexes
Vortex Creations: Speed Force conduits are able to create vortices of air by running in circles or rotating their extremities at super-speed. These vortices can be used for a number of effects.
Enhanced Mental Process: The Speed Force enhances Bart's mental capacity to levels greater than any normal human, allowing him to take in and process information at an accelerated rate. While most speedsters will eventually forget information they rapidly receive, Bart does not.
Electrokinesis: As a conduit of the Speed Force, Bart generates large amounts of electrical Speed Force energy from his body. This Speed Force Lightning emanates off of him especially when moving at super-speeds. Bart was able to charge his hand with the lightning to electrocute Jay Garrick, in order to restart his heart.
Speed Scouts: Bart has the ability to create "scouts", which are energy-like avatars of himself which he could send through the time-stream, then absorb their memories when they returned.
Speed Force Empathy: Bart can sense when another Speed Force conduit is troubled, and can be drawn to the location of that speedster.
Photographic Memory: Unlike other speedsters, Bart has a true photographic memory; that is, he can permanently remember everything he has ever read, seen or heard (other speedsters generally lose that information almost as fast as they gain it). For several issues after this revelation, Bart was shown spouting encyclopedic information concerning the situation at hand.
Skills: Bart is a mathematical and scientific genius due to all the books he read to get himself an early grade 12 degree. He is college level, but doesn't want to do that...yet. He is a very capable fighter, having learned on the battlefields of his time.
Weaknesses: Impulse rushes in head first, living up to his code name. He acts some times on his own even in tight knit group missions, sometimes causing more problems than he solves.
